THE ISSUE OF A SYSTEM OF UNIVERSAL CRITERIA FOR THE QUALITY OF JUSTICE IN INTERNATIONAL LEGAL LITERATURE AND PRACTICE

The problem of non-informativeness of the only officially accepted by the Russian courts for determining the quality of justice indicator «stability» of court decisions determines the need for the application of additional criteria in order to give a meaningful picture of the state of justice in the country. In this regard, the author considers foreign models for assessing the quality of justice by classifying them and identifying typological features. The purpose of the research is to study the positive experience of foreign judicial management in order to justify the need to expand the national methodology for assessing the quality of justice. Methods: comparative-legal, system analysis and synthesis. Results: the paper reveals the primitiveness of the quantitative (statistical) method of measuring the quality of justice as aimed at identifying only such indicators that do not express the specificity of the function of resolving social conflicts realized by the court, but are attributable to any type of public service. The multifactor and multicomponent nature of the phenomenon of «justice» determines the need to expand the methodology used to measure its quality.
