ON THE MONITORING AND SUPERVISION OF THE STATE AUTHORITIES OF THE RUSSIAN FEDERATION IN THE FIELD OF EDUCATION IN THE CONTEXT OF THE DIGITAL TECHNOLOGIES DEVELOPMENT

We live in the information age, characterized by the widespread penetration of digital technologies into all areas of activity and interaction between government, business and society. The spread of technologies is associated with challenges and risks, which causes negative reactions of specialists of different professions. However, we objectively cannot refuse the launched process of digitalization. In addition, this process has obvious advantages. The article considers this problem on the example of the digital transformation of monitoring and supervision activities in the field of education. Purpose: to analyze the approaches to the modern organization of monitoring and supervision activities in the field of education and their reflection in regulatory legal acts in the context of the digital technologies development. Methods: general theoretical (analysis, generalization), specific scientific (normativist, formal-logical method of studying social relations). Results: in the course of the digital transformation of monitoring and supervision activities in the field of education, a set of information systems and requirements for educational organizations to place the necessary information for monitoring (supervision) on their official sites has been developed. The measures taken underpinned the reorientation of control (supervision) to the principles of openness and time saving, and the opportunity to constantly monitor the activities of educational organizations and simplify communications with them allowed the control (supervision) bodies to shift their attention from punishment for detected violations to their prevention and development of educational institutions. In general, we can note the positive effect of innovations, expressed, in particular, in reducing the number of complaints against educational organizations, and confirm the feasibility of introducing the latest technologies in the field of monitoring (supervision).
