Abstract

Preliminary review of the 2019 Federal budget execution necessitates not only the adoption of adequate administrative measures to improve the budget process, but also generates some scientific interest to this issue. The article considers the most significant, in the authors’ opinion, reasons for reducing the effectiveness of budget activities, and the article formulates conclusions, generalizations, and suggestions for improving legislation regulating social relations under study. Particular attention is paid to the execution of budget expenses within the existing contract system.
