PARTICULARITIES OF PROVIDING SOCIAL BENEFITS IN TRANSPORT

Abstract

Currently, Russia has formed a large number of forms and types of social assistance to disadvantaged groups. It is worth noting the fact that the legal status of social benefits has increased significantly. The introduction of transport and other benefits is necessary to even out social differences between categories of citizens. The main functions of social benefits reflect the objectives of their legislative consolidation and advantages, legal nature and social significance. Practice shows that the benefits provided for using transport, as well as other types of benefits are regulated by both federal and regional legislation; an important distinctive feature of the regulatory framework of social benefits under the social security system is their division according to categories of citizens and not according to their content. It should be noted that the conditions and methods of providing social transport benefits for different categories of citizens may have significant differences. It is necessary to pay attention to the fact that federal benefit holders, as well as labor veterans, disabled people and non-working pensioners of the Russian Federation have more privileges and benefits, than working people of retirement age. Undoubtedly, the role of the state, aimed at social protection of veterans, youth, disabled and other categories of citizens, is important.
