DIGITAL CONTROL ENGINEERING OF DANGEROUS HUMAN BEHAVIORS FOR PUBLIC SAFETY AND CRIME PREVENTION

Abstract

In Russia, there is an ongoing scientific discussion about restricting socially dangerous behavior, including via video cameras paired with facial recognition and biometric databases. However, the current legal and regulatory framework for this process does not establish the tasks of preventing such forms of human behavior, let alone the duty of law enforcement response prior to the commission of a criminal or administrative offense. When implementing digital territorial control technologies, unresolved issues remain related to the concept of “socially dangerous behavior”, as well as the assignment of corresponding functional responsibilities for collecting, documenting, assessing, and reporting such behaviors to law enforcement agencies, along with monitoring and subsequent post-decisions analysis. Purpose: to analyze and evaluate the problematic aspects of implementing digital control engineering systems for socially dangerous human behavior, to take them into account when developing effective crime prevention programs, and to propose amendments to the legislation in this area. The article uses the following basic research methods: comparative law (comparing elements of the legal system in response to negative behaviors where there are clear signs of deviation from the norms and rules established in society), formal and dialectical logic (these methods are used to examine the interrelationships between phenomena and formulate general conclusions), interpretation of legal standards (applied to clarify the content of the concept of digital control engineering of socially dangerous human behavior aiming to address gaps in the of law enforcement regulation).  Results: the article proposes a mechanism for assessing the content of dangerous human behaviors in a public place and on the Internet. The article formulates specific proposals for creating the concept of digital control engineering of dangerous human behavior in society, taking into account the real security challenges faced by law enforcement officials in crime prevention.
