Abstract

This research is relevant due to the aspiration to ensure the scientific sovereignty of the CIS member states. In the context of the widespread adoption of digital technologies across all spheres of public and state life, the importance of science as a crucial component of the social development mechanism is increasing. Consequently, the intrinsic connection between science and the state highlights the theoretical and practical importance of the challenges concerning public law foundations for organizing scientific activity. The purpose of the research is to construct a theoretical and applied model, within which a terminological analysis of the concept of “science” is carried out, an analytical comparison of the categories “state sovereignty” and “scientific sovereignty” is conducted, features of the formation and implementation of scientific sovereignty within the framework of statist and libertarian approaches are identified, and the public law foundations of the scientific sovereignty of the CIS member states are determined. The article was prepared using general scientific, special, and specific methods of cognition, underpinned by the method of interdisciplinary synthesis facilitating the harmonious connection of data from general humanities with advancements in theoretical jurisprudence. The main findings indicate that scientific sovereignty should be considered as a complex of parametric characteristics that define the condition of national (state) science. This condition encompasses the formation of an autonomous system (in terms of organizational, material-technical, financial, and personnel support) for carrying out scientific research and educating scientific and pedagogical staff.
