The nature and essence of the rule-of-law state, the difficulties faced by our country in the realisation of the rule-of-law state ideas in the public life of the Russians. Problems of understanding and defining the essence of the rule-of-law state from some other points of view. What is the problem, why do the the domestic theoretical legal scolars write so easily about the rule-of-law state in antiquity, the rule-of-law state under feudalism, the socialist rule-of-law state? All this is happening because in the domestic theoretical legal science has not yet figured out not only with the nature and essence of the rule-of-law state, but also with nature and the essence of all the elements, without which thre simply cannot be holistic rule-of-law state.

Based on the analysis of the Russian state the legal and social foundations of the Russian state are reviewed. The social welfare state is a special type of a highly developed state, which provides a high level of social protection for all citizens through the activities of the state to regulate the social, economic and other spheres of society and establish social justice and solidarity. The social welfare state marks a high level of convergence and harmonization objectives of public relations and institutions of society. The welfare state must ensure the realisation of social and cultural rights protect them from violations.

These peculiarities predetermined the difficulties and problems in the formation of Russia's rule-of-law and social welfare state. Comprehensive analysis of the statehood allowed to characterise the state as not only as a rule-of-law or social welfare state, but as both rule-of-law and social welfare one.

The law – this is important and necessary social phenomenon. The right to a certain extent is a protest of the society against  human behavior. It should be recognized that if the legal norms of reformist laws lead to massive impoverishment of the population, the infringement of needs in education and health – it is an abuse of law. At the same time, a popular phrase "lawless law" justifies the law itself, as it somehow explains everything and everyone is happy. In such circumstances, the law becomes a shrine, an idol to which all pray and do not allow criticism. Like the law by default is good, honest, clean, free of bad impurities.We do not equalise right and law. However, we believe it is fundamentally wrong to make these concepts opposite, to oppose one-sided, to shield the law blindly, as the phenomenon of criticism. The norms that seem to us today legal and fair in every sense, after some historical period do not seem legal anymore. The law is freedom, justice, equality, and not otherwise.

An urgent task of the Russian Federation at the present stage of its development is to find the optimal balance in the use of legal theory, legislation and practice of the achievements of the world legal thought and development of a new point of view on the institutional and functional aspects of the domestic legal system on the basis of the specifics of the Russian state, as well as the history of the domestic law in light of the legal tradition. Problems of development and interaction of different cultures, including legal culture as a multifunctional element of the legal system in the context of globalisation. Dual nature of the process of globalisation in cultural sphere reflected in the national legal system. On the one hand, it is universalisation, unification, convergence of various cultures, on the other hand, individualisation of certain national cultures. As a basic condition for further state legal development of the Russian Federation the author mentions finding the optimal balance in the usage of the achievements of domestic legal science and the experience of the world’s legal thought.

Basic economic laws governing economic relations are the law of value the labour force and the law of value of commodities. In the conditions of market economy the price of labour is determined by the cost of food, clothing, shoes, housing and other items necessary for the life of the employee, his family members, primarily children. Converted form of the value of the working force is salary. If its value corresponds to the cost of labour, i.e. if the law of the cost of labour, social production functions smoothly and develops, as its components – the cost of labour and its monetary value set by the legislation are the same. If the salary is lower than labour costs the economy has distortions and problems: a working man cannot provide for his family with the necessary for life products and commodities, they are not sold out, because the workers do not have enough money. The result is a glut in the market, production is diminished, there is mass unemployment, increased crime and, of course, there comes the economic and social crisis, i.e. a complete collapse of public life.

The researchers of the institute of political lobbyism generally claim that it only occurs at a certain stage of financial and economic development of a country, when the market economy is becoming the dominant element in its state and legal development. During this period there occurs a transition from one polical and legal paradigm to another, and liberalism becomes dominant type of legal consciousness. As it is known, the basic postulates of the liberal doctrine are personal freedom in any form and the non-interference of the state in economic life of the society. Thus, there is not just the distinction between the private and the public interests, but also the subordination of the public interest, which exponent is the state as such, to the private interests of members of the society. Democracy itself as a form of popular sovereignty, when every member of the society, satisfying to certain qualifications, has the right to control its political life by the exercise of political rights – the right to elect and to be elected, the right to form and participate in political organisations, the right to petition, etc. - induces lobbyism.

It is found that the change in state territorial structure of the Russian Federation suggests the abolition of the court authority bodies and formation of new bodies within the territory of the constituent entities the federation that are willing to merge. Formation of the judiciary by the federal laws of the Russian Federation implies the adoption of normative legal regulations on the abolition of the courts within the territory of the precursor constituent entities of the federation and the adoption of the federal law on the creation of new courts within the territory of the new entities of the Russian Federation.

The process of consolidation of the Russian Federation conbstituent entities leads to a long list of issues varying in their nature in the court bodies of the judicial system of the merging entities of the Russian Federation to be solved, indicating that regulation is necessary to specify the order of the reorganisation of the courts by the federal legislator.

The author reviewed and analysed in detail the provisions of the legal, economic, organisational support of the judicial system of the Russian Federation. Resolving the personnel issues of the court bodies of the judicial system of the Russian Federation under the conditions of formation of a new entity as a result of a merger of a number of regions requires a study of the complex regulatory framework.

The legal basis for stimulating policy of the state consists of a large number of regulations, non-legislative acts of stimulating orientation that should be systematised and structured hierarchically. The study of the legal framework of the state’s stimulating policy through consistent review of the concepts, addresses, foundations, trends, legislation programmes in terms of their positive and negative effects on the formation of a model of national development, the possibilities of individual initiatives realisation. Securing incentives with practical possibility of their implementation in other legal acts (the interpretation and implementation of the law) of the country, where, along with the legal aspects of significant actions, legal consciousness of various levels of legal subjects is of great importance. Research is important against the background of modernisation and globalisation of the society, legal and political life, integration of law and unification of the legislation.

Constructivity of scientific hypotheses formation of the neccessity of legal incentives use for the private and public law, their social purpose is obvious, since epistemology implies a positive stimulating influence that depends on adequate expression of the reality, development trends in the legal regulation. Comprehensive category of legal stimulating policy is conceptualised through considering incentives in terms of the legal policy of the state realisation. In the article the statement of views of the French scientist, lawyer, writer, teacher, the publicist and politician E. de Laboulaye on the state, its structure, the law and freedom is given. The main milestones of his life connected with the history of the XIX century France are shown.

The attention is paid  to E. de Laboulaye’s justification of the wide personal freedom providing plenty of room for all abilities of human spirit and therefore developing individual action, particularly in the economic sphepre. The role of the state is reduced by it to a possible minimum; the main, its almost only duty he considers to be maintaining personal, public and in particular property safety.

The judicial reform of 1864 had a great influence on the formation of legal ideas in the Russian society. The article presents the understanding of the points of view of a number of leading pre-revolutionary law scholars on the need and correctness of the reform in the Russian Empire of that time. The practice of European states on the functioning of the judicial system, where there were many borrowed at reform in 1864 in Russia. The reasons for non-acceptance in the minds of Russian people, judicial reform carried out by the tsarist government. The conclusion: judicial reform and legislation in the 70-80-ies of the XIX century, was intended to eliminate the contradictions between the new court and the main political institutions autocracy, however, as a result, this has led to a violation of the integrity of the judicial mechanism.

Old Russian state was formed largely due to the entrepreneurial spirit of the Eastern Slavs. Economic relations, based on the exchange, as the oldest form of economic activity, which subsequently gave rise to the trade, has been one of the economic causes of the formation of statehood in Rus. The increasing complexity of economic activity demanded its ordering and authority regulation.

Initially in Rus, to support entrepreneurship, and in particular merchants, carried out by the Russian Church, since Orthodoxy did not suppress but developed entrepreneur interest. The state also took care of the protection of the interests of merchants, traders, but feudal disunity complicated trade and economic relations in the Russian lands, and trade of the Russian principalities with foreign States. Trade development was obstructed by customs fees, introduced at the boundaries of principalities, enhancing the self-sufficient character of the economy of the Russian lands, cutting to a minimum the trade ties.

There has been considered the correspondence of such concepts as «a legal principle», «a principle of law» and «a principle of legal regulation». Comparative analysis of education laws has allowed showing the differences of approaches to corresponding terminology’s usage and widening the principles’ list. The conclusion drawn on the basis of the analysis has become a theoretical basis for further consideration of the question about the principles of legal regulation of the relations emerging in the sphere of education in the Russian Federation. It has caused the necessity to determine public relations’ duties, composing the subject of regulation of educational legislation. There has been made a conclusion that the concept «relations in the sphere of education» enshrined in the legislation demonstrates a wide approach to this term’s interpretation. The main attention has been paid to an educational policy as a constituent part of more general direction of a state policy – a social policy. The general conclusion of the work can be recognized as the necessity of educational legislation’s formation within the framework of existing principles with due regard for the variety of relations, appearing in the sphere of education.

In the framework of the conceptions of globalisation the peculiarities of perception of Western ideas of human rights within modern theory of Islam are reviwed in the article.

It is noted that modernisation of the Arab countries at the international, state and public levels touched Islam also that caused a number of transformations at the theological and ideological levels, including discussions on human rights issues.

Two main doctrines which are engaged in search of the bases of declaration of domination of human rights on the basis of Islam values are singled out. In both doctrines – "fundamentalist" and "the Islamic Renaissance" – the main paradigm proceeds from statements that the culture of respect of human rights results from the Quran and the doctrine of the prophet Muhammad and that practice supports correctness of Islamic vision of human rights.

The main peculiarities of the state genesis on the islands of the Venetian Lagoon so specific that they cannot in any fashion be viewed as typical example of state formation. It was ascertained that the Venetian form of state formation has nothing in common with the “peaceful” (in J. Locke’s terminology) way of state origin. Relatively late Venice became the “school” for whole Europe – in the late Middle Ages when it became the greatest maritime power. Having studied special scientific literature, medieval source – John the Deacon’s chronicle, the author came to a conclusion that the mass settlement of the islands of the Venetian Lagoon occurs only during VII century under the external pressure – conquest of Northern Italy by the Langobards. But until 30-s of the IX century the growing population of the islands were to content with the status of the lieges of the Byzantine Empire, formally maintaining it in the X century also. Its true independence Venice achieved through struggle with the existing at that moment states: Byzantium, the Frankish Empire, Kingdom of Hungary and the Arabic Caliphate. During this struggle, which often took form of a militant action, Venice not once had to enter into contractual relationships with its neighbours, but all these treaties were of international character. Contrary to Locke they cannot be interpreted as the original social contract which allegedly originated the Venetian state.

The article analyzes the different points of view, developed in recent years in the legal literature on the relationship between the concepts of "system of law" and "structure of law". The author, adhering to the systems theory, proves the impossibility of even terminological replacement of these concepts, since the structure in relation to the system has an auxiliary character, contributes to the notion of the system. The system object with complex internal structure is carried out through the review of its structure. The structure of the law in its normative sense is the structure of the existing system of norms of Russian law. According to the author, the branch structure of the law should be considered within the same structure on the same parameters. The author substantiates the existence of hierarchical structure which themselves elements have a specific structure, as they consist of other elements. Understanding of the structure should be based not on the formal classification, but on the natural, based on dialectical principles, a truly scientific classification. The branch division occupies the entire row or structural level of the structure of law and in this sense should not be confused with the structural levels of rows or structures where structural elements stand out for other reasons.

Currently, internal and external challenges to the sovereignty of the Russian state stepped forward more than ever viewed retrospectively the entire political life of post-Soviet Russia, so the need to carry objective theoretic legal research in this direction is doubtless. In the article electoral legislation’s changes connecting with innovations (novelties) and the return to the norms which used to operate but they were cancelled and then were restored into legal regulation of elections are reviewed. In different times electoral legislation underwent changes; it was often connected with the formation of post-Soviet electoral legislation, with the development of electoral procedures as well. The change of the federal electoral law demands it to be fitted with the electoral laws of constituent entities of the Russian Federation. Attention is paid to the fact that frequent change of electoral legislation doesn’t provide electoral legislation’s consistency. A legal analysis demonstrates how electoral procedures excluded from the electoral law have returned there again. Lately electoral legislation’s changes don’t actually develop electoral system but justify her stagnation. There suggested working out the concept of electoral legislation’s development for the nearest 10 years.

ON THE role of sociological researches in legislative activity of the State Duma

At the present time there is an obvious need for increased sociological support of legislative activity of the State Duma of the Federal Assembly of the Russian Federation through regular sociological studies on topical issues of legislative activity of a complex character and empirical sociological research focused on the study of public opinion. Analysing the question of the importance of public opinion when making legislative decisions, the author notes that the constant change of legislative regulation suggests the lack of sociological validity of the legislative acts, the inability of the legislator find the right balance between the interests of all subjects of legal relations. There is also the absence of a comprehensive, science-based approach to solving problems, which prevents to find the best legal solution based on respect for constitutional values ​​and interests of all legal entities   providing the necessary stability of legislative regulation. The lack of sociological information necessary legislator creates the risk of substitution of objective factors of lawmaking decisions subjective discretion of the legislator, making it difficult to find a fair balance between the competing interests of legal entities, which then often leads to the recognition of the Constitutional Court of the Russian Federation of the provisions of law inconsistent with the Constitution of the Russian Federation.

Questions of moral in a legal profession define behavior of people, both in the office and off-duty activity.

Independent judicial authority is the integral condition of a just society therefore from the very beginning of the carried-out judicial reform there was a question of strenghtening of the moral bases of judicial activity.

The judge has to maintain high moral qualities in the course of everyday life that promotes moral formation of the personality, self-education. Anyway, off-duty activity shouldn't raise doubts in judge’s objectivity, justice, integrity.

In article problems of the modern concept of a ratio of the legal and moral requirements imposed by various precepts of law and the Code of judicial ethics to behavior of judges of the Russian Federation in off-duty activity are covered.

The article reviews one of the most urgent problems of modern civil law in the sphere of corporeal law, protection of possession. Special attention is given to such method of protection of possesion as self-defense.

The term «self-defence» was published in the legislation recently. In the Civil code of the Russian Federation self-protection is included in the list of universal ways of protection of the civil rights. The concept «self-protection» is considered in the article as many-faceted concept. In this connection, there are many different points of view on this legal category. In order to more effective regulation of self-defense against encroachment and delimitation from the concept of self-defence against arbitrariness, concretisation of the article 14 of the Civil code of the Russian Federation, including a number of conditions under which self-defense is legitimate is necessary.

The procurement activity of certain types of legal entities which is carried out according to the Federal law of the 18th of July 2011 № 223-FZ "On procurement of goods, works, services by certain types of legal entities" has considerable differences from client procurement within Federal contract system. Article is dedicated to the practical aspects of the organisation of the system of corporate procurement by certain types of legal entities. Requirements imposed by the legislator to information openness of procurement activity of customers to compliance with the competition laws, to the contents of the main local document of purchasing activity of the customer – Regulation on the procurement are revealed. Examples of administrative practice for the purpose of laying emphasis on the typical mistakes of customers are given, practical advice to a regulation of procurement activity of the customer organisations in both the development and working provisions on procurement is given.

Evaluative concepts such as reasonableness, fairness, justice) are contained in the provisions of the civil code and are used to regulate civil law relations. The presence of evaluative concepts in the norms of the civil code is dictated by the need of normalisation of regulations, in which the rules of conduct for their members may vary, depending on the specific situation, status of entities, as well as other subjective dependent and independent factors. Thus, on the one hand the subject of the described relationship is always to be under the burden of making lawful election of certain behavior models, and on the other hand the assessment of the legality of such conduct shall be by another person - the authority. The main problem here lies in the fact that the subject under the action of norms, which contains the evaluative concept of the person assessing the legality of the conduct of that person's own evaluation system.

The analysis of the legal status of the general meeting of premises owners in an apartment house and the council of an apartment house. The council of an apartment building is not recognised as a ruling body of an apartment building by the Housing Code of the RF (further - HC RF), however, the content of the competence of the council suggests that the council of an apartment building has a number of executive, administrative and supervisory powers, which are characteristic of collegial executive bodies of legal entities. The authors attempted to identify problematic and lacoona aspects of the legislation concerning the legal status of the general meeting and in respect of council of an apartment house. The scientific and regulatory sources of these problems are analysed. The authors come to the conclusion that the primary form of exercise of powers by the owner of the common property is the general meeting of the owners in an apartment building, the competence of which is limited to a closed list of issues by the legislator.

Legal regulation of state and municipal needs at the moment is of particular importance as one of the main activities of the modern crule-of-law state. This article discusses the individualisation of objects within state procurement through electronic auctions, in relation to the requirements established by law. In particular, the analysis of law enforcement and court practice of interpretation of the concept "place of origin", "country of origin" in the evaluation of the first parts of the applications for participation in electronic auctions. The need for such analysis due to the fact that ambiguous provisions relating to the indication of the appellation of origin and the country of origin is often the basis for rejecting the applications of the participants of the auction, and under certain conditions may violate their rights. The use of applied solutions enables authors to neutralise the corresponding problems in law enforcement customers.

A StATE CIVIL EMPLOYEE AS A special subject of CRIMes on DUTY

Specific features of the application of criminal responsibility to state civil employees are considered in the article. Categories of state civil employees who can be subject to criminal responsibility are analysed. Also, authors provide assessment of subjectivity of the category “state civil employee” and characteristic features of applying criminal responsibility to state civil employees in terms of their responsibilities being performed. Furthermore, the correlation between the categories of “state civil employees” and “an official” is specified in criminal law in the context of their delictual dispositive capacity. The authors’ suggestions aimed at improving legal regulations of the institute of criminal responsibility of state civil employee are to fully guarantee rights for protecting a state civil employee on applying criminal responsibility.

The culture of a judicial act as a special requirement implies correspondence with the legal norms, clearness of reasoning, the purity of the statement’s language and style. Proper formalisation and literate statement is a measure of the level of judicial culture and the esteem for citizens. Deviations from statutory requirements may deprive the document of legal effect or cause reversal of the court ruling. The problem of culture of procedural document gets particular relevance in connection with the increasing importance of the principles of justice like openness and accessibility. The legislative framework should be available in the Internet and in data bases of courts of law that takes acts. Under those conditions the adopted document on the case becomes available for a wide range of individuals. The state language of the Russian Federation must be used in legal proceedings. We conclude that any infringement of the norms of modern Russian language in the proceedings is a direct infringement of federal law.

In modern Russia the study of issues of burdening state employees who possess luxuries is quite topical. The disclosure of the income and property of state civil employees and members of their families makes sense only when costs are monitored also. Meanwhile, the absence of a definition and characteristic features of the concept of luxury items puts the law enforcer in a situation of legal uncertainty. For disclosure of such uncertainty the question of control of the revenues and expenses of spouses of those occupying state service posts, funds, banks, state companies and state corporations by the state regulator is raised. This control is nothing but the control over the luxury items.

Settlement of neighbour's legal relationship is necessary for establishment of normal conditions of joint possession and use of persons who can be owners, employers, tenants of the neighbouring land plots and the structures located on them, and also premises, and maintenance of balance of their interests that their rights and freedoms were equally observed and provided.

The neighbour's law represents legal the restrictions of the right of possession and use established in interests of certain persons – neighbors (citizens, legal entities, public educations) who are owners of the real estate located in a certain space – within one or several close located real estate objects which are under legal protection of other person. Restrictions are set by instructions of various normative legal acts and customs. Lawful restrictions are set in interests only of certain persons, but not societies in general.

Neighbour's legal relationships arise, as a rule, concerning two types of real estate – the land plots, and also structures. It is possible to carry premises to structures – the neighbouring apartments or rooms in a communal flat, and non-residential premises, and other objects.

The issue of legal capacity was widely discussed in the civil law doctrine. As a result of the discussions, number of legal capacity concepts emerged. The article considers one of the main signs of theft –the uncompensated expropriation of property of the victim, in the context of existing court practice and the theoretical provisions of the science of criminal law. The specifics of the question is that the present time, the concept of uncompensated transactions  is interpreted by law enforcement and judicial authorities so widely that it can be attributed to this legal category and the number of compensated transactions. This paper deals with a theoretical analysis of certain provisions of the criminal and civil law, as well as decrees of the Plenum of the Supreme Court of the Russian Federation, decisions of the Constitutional Court and the European Court of Human Rights, in the context of the research. Significant differences between the judicial practice in the Russian Federation are found, on the one hand, both the norms of international law, in particular the European Convention for the protection of human rights and fundamental freedoms and the European Court of Human Rights on the other, and between the position of the domestic courts and certain provisions of Federal law. According to a study developed recommendations for addressing the identified differences and the bringing of the law enforcement practice in a consistent state with the Federal legislation and norms of international law.

On the modern stage of development of criminalistics there are various theoretical areas of forensic study of personality of the victim. The identity of the victim is not only an important element of criminalistic characteristics of crimes, but also serve as the basis for the promotion of investigative leads, planning and investigation, investigation and development of measures for their prevention. In the process of investigation of crimes committed by juveniles in the state of alcoholic and (or) drug, particular attention should be paid to the study of the personality of the victim, as it is forensically relevant information about the victim of the crime helps to define one side of the individual circumstances of the offense, on the other hand is to establish the perpetrator that facilitates the disclosure and investigation of crimes in this category. The identity of the victim can solve the following forensically meaningful tasks: tactical (optimisation of the process of the investigation); search (to establish the identity of the perpetrator of the crime); prophylactic (to prevent crime); methodical (according to the analysis results, the identity of the victim, i.e. as perfect a certain group of people).

Analysis of the priority areas of prevention of juvenile great-Offences of the Russian Federation. On the basis of summarising experience of juvenile delinquency prevention and data of modern sociological studies, the author was able to establish the most common offenses committed by the minors, and to identify their causes. Administrative offenses committed by juveniles have a similar character in all regions of the Russian Federation (offenses related to drinking of alcoholic beverages, the consumption of narcotic drugs or psychotropic substances, disorderly conduct and petty thefts etc.).

The study of legal practice has shown that the main causes of offenses committed by juveniles are low level of legal awareness and legal culture of juvenile offenders; a large number of educationally disadvantaged families, the lack of proper control of a minor by the parents (legal representatives); non-execution of duties on education, training, and (or) the support of the minor; lack of an integrated system for the prevention of juvenile delinquency, aimed at detecting and preventing crimein the early stages.

The ongoing global changes in many spheres of social life of any country, including Russia, have affected many areas of law, science in general and jurisprudence and legal education, legal institutions of higher education in particular. These changes demanded from forensic scientists to take into account these changes and, especially in terms of better targeting and definition of areas of research, the results of which would have solved the most significant and relevant tasks that forensics face today. In particular, the task is not only to update and improve forensic inventory of technical means, tactical and methodological techniques, information technology means of investigation and other forensic activities (including experts), but also show the possibility of their successful use not only in criminal proceedings but also in other types of proceedings and enforcement. However, the results of these studies should support training of legal personnel, especially of forensic profile. Research of the higher educational institutions scientists should contribute to the development of forensics not only as a science, its theoretical and methodological arsenal, but also improvement of forensics as an academic discipline. The support of specialist of forensic profile at the modern requirement level is set as the main task.

The effective use of tactical techniques of the exposure requires special criminalistic knowledge, experience and intuition. An investigator must think not only about the achievement of his aims, but also about his actions, they must be legal and allowable. Tactically correct and skilful conducting of interrogation of a suspect and an accused to a considerable extent determines the quality of the whole pre-trial insvestigation.

Investigative actions should primarily meet the requirements of procedural law. The main limits of acceptable practice on the use of a reception especially are legal and ethical. The problem of using entirely legal and moral justified means for an absolute and full execution of criminal proceedings in general and also for solving problems connected with investigation and detection of crimes is very important in our modern life.

In this paper, an analysis of the earliest stages of development of legislation on medical examination is carried out. Ceremonial burial traditions in Russia are reviewed with the elements of forensics mentioned. Today the problem of drug addiction is actualised all over the world, becoming one of the global modern problems. Thus, according to the International Association of Fight against Drug Addiction there are about 180 million drug addicts in the world today, 250 thousand of them die every year. In some countries, the use of drug-containing substances for non-medical purposes is approximately estimated as 5-8% of the population in these countries. The most dangerous in this situation is the formation of the drug culture in the society. This is especially relevant to youth and adolescents. So, in Russia the first experience of drug taking accounts for 13 - 15 years. Expansion of drug taking is carried out by involving the youngest age groups, where at least 50% of teenagers have once tried drugs. Tolerance contributes a lot to drug addicts, and thereby drugs attract the interest and curiosity of a large part of teenagers.

This article analyzes the essence and content of drug addiction and drug criminality among youth, as well as its prevention. The authors consider it is necessary to intensify efforts to implement the relevant normative legal acts of psychological testing of students in educational institutions on the subject of drug taking.

The relevance of the ecological requirements for the treatment of land linked to the negative anthropogenic impact on this natural resource, which is most often used in economic activities. Damage from irrational and barbaric land reclamation, its hasty and uncontrolled use causes harm to the entire ecosystem. In connection with the above mentioned facts, the article raises the problem of the strategic priorities of the state policy, which should be based on ecological and legal requirements for the management of land resources. Signing of the agreement on the establishment of the Eurasian Economic Union (EEU) intensifies the process of finding effective ways of integration within this international organisation on regional economic forums. One of the important aspects of successful integration is the harmonisation of the laws of Member States, the implementation of which should be supported, including the instrumental level, i.e. the resources of legal engineering. The current state of the EEU laws of the Member States leads to the conclusion that there is enough variety of approaches to the regulation of legal engineering that creates certain difficulties in the way of harmonisation of legislation. Potential of the legal engineering allows creating an instrumental framework of harmonisation of the EEU laws of the Member States based on current scientific research and experience of legislative regulation. In order to solve this problem it is proposed to develop a model law «On normative legal acts». It will create a unified technical and legal basis for integration, the lack of which in the future will increasingly hinder the stable development of the economies of the EEU Member State.
